Does the introduction of a visa-free regime mean the abolition of the old rules?

This issue has been raised here more than once (for citizens of Ukraine). I will try to answer again: as far as the information is known, the new rules (visa-free regime) relate to short-term trips and are designed to stay in Turkey for 30 days without paying a visa.
At the same time, the old rules 90 through 90 continue to operate and the visa in this case, as far as I understand, will not be free. For example, read here http://glavred.info/archive/2012/04/26/140800-12.html

The conversation was, of course, 8 months ago, but let me enter into a debate with you anjelika1510. If you have not noticed, then I draw your attention to the fact that I gave a link to the press, where, in particular, there are such words:
"citizens of Ukraine and Turkey will be able to stay in the territory of another country without obtaining a visa for up to 30 days from the date of entry. In this case, the total period of stay should not exceed 90 days within 180 days from the date of first entry."
If you have a new source, please provide it. If you mean that sometimes the rules can be broken and they may not pay attention to it, then it’s up to everyone to take risks or not, and in the question it sounded to indicate new rules.

I just assumed that if the 90-day limit is exceeded, then in this case it is possible to open a visa to Turkey (not a tourist one, but, for example, a work visa, a "bride" visa, etc.), but in this case, grounds are needed for opening a visa and the visa will not be free. And a visa must be opened at the embassy in advance, and not at the airport, as in the case of a visa-free regime. And most quickly, when the author of the question was answered at the embassy that he (she) would be able to enter Turkey, they meant precisely that it was possible to open a visa, and not under a visa-free regime.
And the rule of 90 days within 180 is valid for tourists from Ukraine and in the new concept!!! You are wrong anjelika1510 when you write that "net starie pravela ne deystvyut seyhas.eto tohno.90-90 yje ne deystvuet." This is not true!
And actually, this question was raised last year, but now it is not relevant for the author and we are sharing the skin of an unkilled bear.
And if you anjelika1510 have official information about the fact that 90 to 90 is not valid now, give links to the source of such information and the issue will be closed, and it will also be useful for those to whom this issue will be relevant this year. :)

So you are wrong anjelika1510: you can enter as many times as you like (even every other day, but you must follow 2 rules: 1) a one-time visit cannot exceed 30 days;
2) and the total period of stay in Turkey for the last 180 days should not exceed 90 days (people who know this rule call 90 to 90, in the sense that 90 days at home and 90 days in total in Turkey, but this does not mean that 90 consecutive days)
All this is clearly stated, according to the link that I gave in the first message.
Explain, please, more precisely, what claims do you personally have against me, I just can’t understand what caused your aggression. The data that I have given does not give any misinformation (of course, in my opinion).
