The visa-free regime is only for tourists, as you rightly noted. You need a permanent visa. I think that it is better to contact the Turkish Embassy in Kyiv or the Consulate in Odessa. I don't know where you are from.

Almost all visa-free regimes concern only tourism and for short periods. For work, permanent residence, a visa is almost always needed. Without a visa, you can up to 30 days at a time, no more than 90 days for half a year. If you do not fit in terms or goals in "tourism", get a visa!

REQUIRED DOCUMENTS FOR FOREIGN CITIZENS MARRIED TO A PERSON THAT IS A CITIZEN OF TURKEY:
1. Color application form for a residence permit - 2 pcs.
2. Photos for documents - 4 pcs.
3. Original passport.
4. A photocopy of the passport (with a photo, the last entry into the territory of Turkey, the validity of the document).
5. Photos of the spouse who is a citizen of Turkey - 2 pcs.
6. If a residence permit was obtained earlier, the original residence permit and a photocopy of all its pages, with entries and marks.
