I will recommend Garden Resort in Kemer. But I may not be completely objective. I just really liked it, I was there with my daughter, 11 months old. So, for babies in strollers there are all the conditions! Ramps and all. But it's so personal.

KEMAL BAY 5 * - I would exclude from the list.
Fame Residence Park 4 * - located in the center of Kemer, there is no animation for children.
Drita 4 * - second line, 6000 territory and 140 km from the airport.
HOLIDAY POINT HOTEL & SPA 4 * - no animation, beach 250 m, no Russian-speaking staff, 80% - pensioners from Germany.
