found two OFFICIAL sites of this hotel: http://www.kedr-zapad.com.ua and http://www.kedr-zapad.com The information is similar there and there, but the contacts are different. Who knows what kind of joke this is? And which of them will be cheaper to book a room?

If that's the case, I wouldn't recommend you go there.
Last summer, this happened with 2 Kiev hotels (2 sites each, different contacts) Slavutich Hotel, Mir Hotel and many others.
There is only one reason and it is banal - raiding. Many hotels, businesses are now suing for ownership. Many objects have 2 owners.
Last year, friends booked a tour to the Crimea in the spring (paying 50%), arrived in the summer and they were told: "We don't know who you paid" and offered to pay for a new one. So think carefully.

I don't think it matters. I spoke with them on the phone, but as soon as I was about to pay for a simpler room, it immediately ended, and only junior suites remained. So I booked Royalty and I am grateful to Cedar for "flying" past them :-)

Both sites are legitimate. One - own, the second - through an agent. Own (you get directly to them - http://www.kedr-zapad.com.ua/.
The hotel is good. Service and cleanliness in the rooms = beyond praise.

hotel is terrible! I do not advise anyone. Sea view rooms are actually overlooking the courtyard (toward the sea, but it is almost invisible), there is a dining room below you. Very noisy!
Terrible attitude of the staff, not interested in customers at all. When booking, they promised one thing, upon arrival they said that they could not promise such a thing - the fact that they had a written confirmation of their words in their hands did not interest them at all.
In the dining room, the service is like in the worst Soviet public catering.
In general, it was very unpleasant to be there, and a day later we moved to a very cozy and comfortable private sector nearby, and even saved 800 rubles. per day.
