Today I tried to cross the border, I was driving a car with Russian license plates from Ukraine to Crimea. They were not allowed to enter the border, since from mid-July a new condition was introduced for all citizens (including Russians and Ukrainians) to have a special pass for entry. To issue such a pass, there must be grounds for either relatives or real estate in the Crimea. They issue such a pass in Kherson at the migration service (I didn’t remember the address for sure on Perekopskaya Street). The decision is made up to 5 days, and if there are no weighty arguments for issuing, they can drag out time indefinitely.
I also asked about the option of passing through the Kerch ferry, in which case they would let me go back and forth without any problems. There are no traffic jams at the crossing now, but it depends on the weather conditions + sometimes there are calls about mines, then the work of the ferries is suspended. And most importantly, when entering Ukraine through Kerch, they will not be allowed under any circumstances, citizenship and relatives do not matter.
