What I understood: for the vaccinated Pfizer, Astra Zeneca, Moderna, Johnson only on his return to Ukraine showed a certificate and voila, AND FOR DRIVING IN DUBAI you need: PLR in 48 hours, PLR immediately upon arrival free of charge, PLR after 6 days stay in Dubai, in 5 days send an insidious questionnaire (this can be done by your travel agent if you ask.)
