We were in Dubai in February - March 2013. The water in the bay is very comfortable (although I rarely swim in Odessa in the summer). From any hotel you can come to the city free beach or to the paid Jumeirah Beach Park in the park. We liked the city beach, but Jumeirah Park also very well groomed.
