The tour operator cannot influence the issuance of visas in any way. There are non-standard situations when the decision to issue visas takes longer than the standard 3-5 days (for example, we had different surnames). Perhaps you have such a situation, but you should have been warned about this, in which case the waiting time for visas will be from 7 to 10 days. I later found this information myself, no one warned us about this either.

Unfortunately, in a simple normal situation, a visa can be issued just before departure. The agency has no influence here. In your case, everything is complicated by the fact that your young man is a citizen of Nigeria and is not your spouse. And you can't influence it. The UAE Embassy is just famous for its problems with visa delays........
