Passport is normal, visa is not needed, time - any - except June - August ....)) very hot .... New Year's Eve is very expensive - but beautiful ...))) if you take an apartment, it turns out to be much cheaper than in the Hotel , I like Dubai - JBR - the beach is huge and everything is nearby (metro, supermarket, restaurants, mall, etc.)
