You can choose a hotel in the Deira area - it's a 5-10 minute walk to the shopping areas, while from the hotels there is a free shuttle to the beach every morning. The beach hotel is good, but firstly, it's boring (unless you book excursions every day), and secondly, it's far from the city (you can't walk, but it's beautiful there in the evening :)) Good luck!
