very budget - Bella Vista 4 *, 15 minutes from the airport, in the city center. standard rooms are not bad, a lot of greenery, clean sandy entrance to the sea, there is a small reef. Lots of sun loungers on the beach, on the terrace, on the pier. there is a volleyball court, a bar on the beach (I don’t know the range). the restaurant is large, without queues, very clean, the dishes are shiny (I saw how the forks were polished), a large selection of dishes, everything is fresh even 5 minutes before closing.

I was in the middle of December in Hurghada, so honestly I would not advise anyone to relax in the very center! Dirt, noise and a bunch of arrogant Arabs. If you really want to go to the city in the evening, you can take a taxi for $ 3-4 without any problems. And an excursion to the Orthodox Coptic Church is a waste of time (a semi-basement and a garbage dump next to it) and these expensive stores are a complete waste of money. Sorry, but it's true.
