I was in Hurghada 3 years ago (then it was possible to relax in 3 *), the reviews of those who traveled later are not the best. a lot has changed for the worse both in terms of the quality of rest and services, the only place that speaks well of it is the village of Makadi Bay (there are newer hotels).
