The sea is everywhere now +22-+23, but the winds are different. If I were you, I would prefer the Reef Oasis, I like corals there more (this is my personal opinion). Hotels in terms of windiness are approximately the same (located in low-wind bays). But the concord is on the Soho boardwalk. And next to the Reef is the Mercato oasis, 1001 nights and the old town.
For one sea +22 is not enough, for someone it’s just that. Everything depends on you. The problem with us is essentially not the temperature of the water, but the piercing wind after leaving the sea.

You can swim (although I like it when it's warmer), but getting out of the water is a whole problem. They swam to the shore until their hands touched the sand. Then they quickly ran out, wrapped themselves in towels, dried up, and only then it was already possible to sunbathe. And then, after lunch, somehow I didn’t really want to go into the sea (a very strong wind). Everyone said that last year the winter was abnormally cold, but this year it is colder than last year (both in 2014 and in 2015 I was on the same dates: January 7 - 18). In short, I would choose Oasis Reef - again, entering the sea from the shore for me in winter is a big plus)))
