If you do not leave the internal terminal of the airport, but inside you are waiting for a transfer, then you do not need to pay an Israeli visa.

Israeli visa is FREE. In the airport Ovda, it is still put in the passport. At least a couple of months ago it was installed for our tourists who flew in from Moscow.
But no one flies from St. Petersburg to the Ovda airport - NO CHARTERS AND IS NOT FORECOMING IN THE NEAR TIME :(
