So what's the question?

There is nothing to do there in January. Only if purely excursion programs. Don't even count on a beach holiday. I flew with Space Travel. And if I'm not mistaken, charterers fly there from April (maybe even only from May) to November.

There is always something to do in Morocco :-)
If in January - the richest impressions from excursions: from ancient Greek history to Moroccan proper (including Bedouin) culture.
If you are from Russia - then really, SPACE TRAVEL or Collage / Collage tour. They have sensible guides, and they have been working in this direction for a long time. If from Ukraine, then Rainbow Tour: they took up Morocco with understanding and seem to be succeeding. In winter flights - on regular lines, through Europe.

Yes, the Royal Atlas is a great hotel! But in January - this is only an excursion program, and if a beach holiday - then in January it is better to go to Thailand :)

These are strange people. When did you rest? All the hotels in Agadir including the Royal Atlas (luxury hotel) are on the waterfront, now it's a huge construction site! And to the ocean only through the construction site, dirt, etc. The only decent hotel after the Palas des Roses line of construction (breakfast only) everything about it and Agadir is on reviews of Morocco on my behalf. There is a sofitel nearby, but after it, the construction of the hotel is also underway. The last one on the line. there are simpler hotels to the Palas des Roses, incl. and grid iberotel. Take a map and let the rainbow tour show you where the embankment is being built. If you find it online, send it to me and I'll tell you. So I don't remember.

Yes, there is a construction site. But it is no longer huge, large equipment has shifted to Sofitel (or maybe it’s not there anymore ... we were at the end of May), now finishing work. We went to the fishing village and went on excursions, this is not a place for just a beach holiday .. at least for now)) BUT about hotels, from Palace de Roses you still go to the same construction site, so Royal Atlas is still a great hotel
