Malta is a snorkeling paradise. If you don’t like near the city beaches, you can always take the bus to where it will be good.
I'm not sure about excursions. I traveled everywhere myself with a guidebook. There are guides in Russian.

There are almost no beaches in Malta. Except in Millich. There are places for swimming. :-)
From Sliema, it would probably be best to go through Valletta to the Blue Grotto. Fabulous place. Look on youtube. If there is a device for underwater filming, I would take it. The living creatures there, of course, are not like in Sharm El Sheikh, but the underwater landscape there is amazing. All in all, you won't regret it.
