I would choose o. Koh Chang (Thailand). December is the best month for this.
Hotel "Koh Chang Paradise" - a picturesque place, beautiful beach "Klong Prao Beach", a little cheaper than "Koh Chang Resort & Spa" (hotel nearby) ... Fly, almost equally long to both Vietnam and Thailand. Koh Chang is definitely better ... though getting to Koh Chang is still more difficult (it takes a long time to drive a car and sail by ferry, only 5 hours from Pattaya).

We were on New Year's Eve and Christmas in Vietnam in Phan Thiet, Mui Ne Bay. The weather and the sea are super!) As for me, both resorts are just for wintering in warm regions)))

I agree with you, it’s good in Mui Ne in December ... but it’s also 5 hours to go there from Ho Chi Minh City by car, longer by bus ... And now we don’t have a direct flight to Ho Chi Minh City ... from Almaty ...

Thai any. Or south of Vietnam. Like any "Muini". :-))) In Nha Trang in December, two years ago, my daughter and son-in-law were cool and rainy. The sea was 22-24 and it was stormy, albeit slightly.
