A visa is required for everyone (including stateless persons), except for citizens of certain countries. Russians do not need a visa. A visa can be obtained upon arrival at three airports - Hanoi, Danang, Ho Chi Minh City, but you must have the original invitation on hand (the travel agency will do it for you anyway), foreign passport and 2 pictures of the size I don’t remember.
