we were 11 days, on the 2nd day of our stay we went to sign up for a bus in Dubai, there were no places for the entire period of our vacation. Sign up immediately when you check out.

Maybe something has changed, but during our stay at this hotel (~9 months ago) it was possible to take a free bus to Dubai only once during our stay, there were no free buses to Fujairah. It’s really better to sign up right away and it’s better to go on weekdays (fewer people in the malls).

If you are 4 people, then a taxi is quite normal money to Dubai .... WE went from Fujairah to SHARJAH (via Dubai) a taxi for 4 people (my husband and I and two fellow travelers) bargained with a taxi driver !!! For two of us it cost 60 dirhams (16 dollars).
IF IT DOES NOT GO FOR FREE, but in DUBAI you want .... look for fellow travelers and bargain well with taxi drivers !!!! GOOD LUCK!!!
