I was in Sierra a couple of years ago, went only to Acuna. As far as I remember, there is some kind of semi-basement room, with no windows and no smoking. I don’t remember the second restaurant, but its name indicates some kind, i.e. it may be open. As for the wine on the beach, I don’t remember, we don’t drink it, and it will be nasty there anyway. There are very cool juices from packages - guava and mango, if we sell it, then it’s obviously not right. Or cocktails - pina coladas, all sorts of things, etc.

Mountain View has a decent terrace overlooking the courtyard of the hotel, specifically, the main pool. Surrounded by palm trees. We always eat outdoors. But sparrows do not sleep, do not throw food unattended.
Wine only in the restaurant, not on the beach. We didn’t specifically ask, but we never saw wine pourers there. People with wine too.
