No tour needed. Plan your trip yourself..Book a hotel, preferably somewhere in the center. You can here on this site www.hotels.com. With a hotel reservation, go with a questionnaire to the embassy and get visas. There are practically no responses. Then buy plane tickets and fly. At the airport, a taxi to the hotel and that's it!! You are free!!

The conditions for obtaining a Schengen visa are different for you, with us, MIL, it’s not so easy to get visas. I don’t recommend anything for flights from Moscow, but as a general recommendation, low-cost airlines (budget airlines) are cheaper than regular flights, all this can be viewed in the air ticket search engines, they were laid out in the self-tourism forum thread.
