I didn’t really understand whether you are talking about equipped campsites or about the usual “wild” tent vacation. Because the second option is free, as a rule ...
I can suggest two places where I have been personally. But I must say right away that I am not a big connoisseur of Odessa.
In 2008, in August, we stopped for a couple of days quite near Odessa, in Vapnyarka.

There is a regular beach on the right, probably paid (I don’t know for sure, we swam at night and didn’t pay anyone).
But to the left, "under" the recreation center, we stood in tents. There are steep paths, walking is not very convenient, but below, by the sea itself, there are places for tents. I can’t say that it’s super there, but the water was clean and the beach itself was not littered and there weren’t many people.

The second place where we stayed is away from Odessa, it is very beautiful there, but it was a cliff and it was inconvenient to walk up and down (we were with cars and still had to walk). True, it was windy at the top at night, some tents could not even be set up, they went down to the water and set up there.
We were to the left of Cape Adzhiyask.

By the way, here, near Cape Karabush, there is also a cool place for tents.
And civilization is not far (drinking water) and the places are beautiful.
I haven't been there myself, but I've found a lot of pictures online.

We rested in Lebedevka on the shore. Pts. I liked it, from the pros - there are few people (because there is a large beach), tents are in the woods, there is firewood from the minuses - you have to go to the nearest rest houses for fresh water, and, as for me - SPIDERS.
In general, it was great, we still remember with friends
