No. This option is provided for real residents of the LPR.

There is no such country "lnr". If you are a citizen of Ukraine, then you must have a Ukrainian passport. Get a biometric and fly from Ukraine to Turkey. Back the same way.

What difference does it make what your registration is and from which country you are flying to. Having a passport of Ukraine, you can fly from any country in the world to any country in the world. (we are not talking about visas, of course)

zolyshka111, no, it can’t go to Russia without reason with a Ukrainian foreigner, we still have restrictions.
аватар zolyshka111
ollennka, I meant that having a Ukrainian passport registration does not matter for crossing borders. Quarantine and so on, it's not about that.
аватар ollennka
No, it’s just about entering the Russian Federation specifically and that Ukrainian citizens who permanently reside in the LPR and DPR are not subject to our temporary restrictions and can enter. But the author of the question does not fit these criteria, since having a residence permit and actually permanently residing are two different things.
аватар zolyshka111
ollennka, so we don't know where the author actually lives. She did not write anything about the place of residence.
That is, you can now enter Russia without a good reason, living conditionally in Zhytomyr, but having a Lugansk residence permit?
аватар ollennka
For those who actually live there, there are no questions. Maybe the author will unsubscribe where he really lives.
Below is the text of the Government Decree, here the conditions are clearly spelled out:
"In connection with the economic and transport blockade by Ukraine of certain regions of the Donetsk and Luhansk regions of Ukraine, guided by the principles of humanity, the provisions of paragraph 1 of this order shall not be applied to citizens of Ukraine and stateless persons permanently residing in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine, if the presence in the passport of a citizen of Ukraine or an identity document provided for by Decree of the President of the Russian Federation of February 18, 2017 N 74 "
That is, you need to have a residence permit and permanently reside.

zolyshka111, you need a piece of toilet paper and a three-letter word on it (passport of the LPR).
аватар ollennka
Sorry, didn't fit. "If you have...a mark of registration at the place of residence on the territory of the corresponding district of Donetsk or Luhansk region of Ukraine."
аватар Igor_m
"guided by the principles of humanity" - ???

thank you ollenka

And how can it be known whether people live there permanently or forgot when they were?
And I also thought that why is there a place of residence for Turkey at all?
Igor, about paper with a word of three letters, 100%, I also call it
аватар ollennka
Elenka08, I have no idea, I'm not a border guard. But it would be logical to assume, for example, that a permanent resident of the LPR/DPR will enter from these territories, and not from the rest of Ukraine. Maybe they have some other documents in use that confirm permanent residence.
аватар Elenka08
Most likely so. And for some other reason, you can end up in Dener
аватар Elenka08
And want to go to Turkey from there
