It's not a visa issue at all. If there is a court decision not in your favor, which has entered into force and the executive service decides that you are prohibited from leaving Ukraine (!), then with or without a visa you will not leave Ukraine.
Theoretically, the executive service can not only prohibit travel abroad, but also take away property. So that's not what you need to be afraid of.
Without a court decision, this is not even worth talking about.

You will not be denied a visa due to delay, but already with a visa in hand, you may be banned from leaving, since the visa is issued by the consulate, which is not interested in your relationship with banks, but the border service lets you out of the country, which may well receive an exit ban.
