not upon arrival. in Ukraine there is no such concept of duty free upon arrival
there is on departure. the choice is not very, much poorer than in Moscow. so if you want cosmetics, perfumes, etc. - it’s better to stock up in Moscow (only take it back in your hand luggage, because no one has canceled theft at airports
if alcohol, then buy in Simferopol.
