There is only one settlement in Ukraine for foreigners - a permanent temporary residence permit. This document is for living in Ukraine only. It has nothing to do with Russia and other countries, so you will not be able to go to Russia under this document. Travel to Russia is carried out with your passport of the country of which you are a citizen. And, accordingly, either a visa is required or not.
