Usually it is 1%, but not less than X hryvnia (depending on the bank). When exchanging cash, there is no such commission.

The fact is that the conversion takes place at a specially set rate, which often differs from the rate in exchangers, banks do not hesitate to put it close to the NBU rate when buying currency, and when selling it, it is higher than the rate in exchangers by about 1 hryvnia (if the exchange rate unstable, then maybe 2-3 hryvnias). Also, in addition to the withdrawal fee, there is usually a conversion fee, which is another + 1%. So, in general, the resulting rate will be lower than the NBU.

The commission will be mandatory, even if it is the same bank but the Ukrainian branch. But the question is not in the commission, but in the course - you will be given hryvnias at the rate of the National Bank, the commissions will further aggravate the matter. Therefore, if the amount is small, it is better to withdraw Euros in Italy and exchange them here for hryvnias.
