If you have a Bulgarian visa, you don’t need a Romanian visa from November 08, travel everywhere without problems along the route (Reni, Galati, Constanta, Dobrich, Gen. Toshevo, Albena)
You will find housing 50% cheaper than in the agency, but keep in mind that Albena is expensive. You can stay in Kranevo (along the coast 1.5 km from Albena). The beach is the same, the prices are lower. Entrance to Albena is paid, parking for 1 hour 1€, for a day-3-4€. even on the beach.

We are going to go by car too. A visa can be issued without a tour for about 50 euros / person. There are no problems with a visa - it takes about a week to process and from the documents you need to have a Ukrainian passport, photo and TIN. No income statement required. The visa is opened for 2 months with 2 entries. On the spot, you can choose a hotel or the private sector (they are usually cheaper, about 10-15 euros per day without meals). And I think it is better to book hotels in advance, there are not always free places. You can park your car in the parking lot of a hotel or a private cottage. It is obligatory to issue a green card for a car for about 180 hryvnia for 15 days and personal insurance. The car must not be on credit. A visa to Romania for tourists who travel to Bulgaria is not needed. It will be much cheaper than taking a tour. Especially if there are four of us, then gasoline will come out cheaper, about 200 euros for four. We went to the private sector, and ate there, quite inexpensively and well. We went to Sofia and Istanbul.
