Hotel 2*. I would recommend taking breakfast there. Food in the town is inexpensive, there are many cafes. The regulars of Nessebar go there just to visit restaurants and cafes. Drinks in a 2 * hotel are also appropriate. And in shops you can buy inexpensive and good wine, beer, juices to your taste.
