In occasion of "I went to the hotel, I saw the room" - it will not work. Bulgaria must be booked in advance. Don't worry about another country. In Bulgaria, you can find a hotel for any budget, on the same Sunny Beach, or in Nessebar, or in Albena. We, here. we go to Nessebar in an inexpensive hotel Orpheus. so already in the second year they asked the owner personally to give us those rooms that we liked. Having returned from Nessebar, I answer my own questions.
As for the procedure for allocating rooms, I talked with the owner of the Neli Pandora hotel, where I stayed.
Everything looks pretty simple. The hostess looks through the wishes of the clients sent to her by the travel agency or the traveler himself and, if possible, satisfies these wishes.
In my case it looked like this. I asked for a balcony, a refrigerator (trivial things), I received an answer on the balcony, and there should be a refrigerator in every room anyway (Neli commented already on the spot).
Upon arrival (~ at 4 am), I expressed a wish to change the standard room to a studio, and not higher than the 3rd floor.
The request was granted for a small surcharge.
What is important here, in my opinion.
How you communicate: you are human to me, and I am human to you. Usually everything is fine if this happens on the basis of mutual respect and understanding (the hotel is not an almshouse, the principle of its work is commercial).
When you go: during the high season there is too much competition for resources.
