This water temperature is usually in May, and already from the first days of June it is warm, then the water warms up to a comfortable temperature - 21-22, and in the south - up to 24 degrees. Last year we successfully swam on the Riviera (this is the north) from June 8 to 15. There are no cold currents near the coast in Bulgaria. Sometimes it happens 1-2 weeks after the holiday of Ivan Kupala (in Bulgaria it is celebrated on June 22) - when the sea suddenly becomes cold. There are years when it doesn't.
