The crown is Sunny Beach, and, in my opinion, the best part of the resort is the southern one. Not as busy as downtown. You can walk to the center in 20 minutes.

The location is good and so is the price. For a complete rest at the lowest price - the sea is nearby, the center is not far, and you can walk to Old Nessebar along the beach in half an hour.
I can't say anything about Balaton either. In the same area you can see Azuro, Pliska, Continental.
