We have been visiting Bulgaria for a long time, this year we celebrated our 15th anniversary. Never had any problems. If the card is for calls + Internet, then you need to register it at the office, with a passport (your own). If only the Internet, then you buy in a supermarket and insert it into your phone. We have adapted to buy only the Internet, but we talk via viber or whatsapp, as I already wrote.
