In Crimea, there is such a thing as "warm water is driven away from the coast." This is when winds from the coast drive away the top layer of warm water and cold water from the depths enters in its place. Such a phenomenon can occur at any time during the summer.
Regarding "Is it possible to swim", it depends on what temperature threshold a person has and what is comfortable for one, not comfortable for another. One swims at 18 degrees, give another -25. So it's hard to advise.
