You can walk around Singapore completely freely in shorts, but in such, you know, urban type, not very beachy, the same applies to the upper half of the clothing - the sleeve is short, but a decent T-shirt, preferably with a collar. I personally would not walk barefoot on a Bali beach simply because there will definitely be a lot of street vendors pestering tourists - all beaches in Bali are public.
