You can buy a SIM card at the Turkcell and Vodafone offices. The standard price is about 100-150 lira. Both operators have special rates for travelers. I look at the website of Turksell, the package costs 149 liras (200 minutes of conversation, 200 gigabytes of Internet, free messages in WhatsApp); Vodafone has announced some kind of profitable package - only 80 lire (only for foreigners, the tariff is 750 minutes of calls, 20 gigs of internet).
